The midwest is a low-cost area compared to other areas of the U.S. and when you combine that with affordable housing, rent rates can be extremely low. However, in many areas, your income limits are also very low making it harder to qualify for those with a higher income range.

The midwest areas offer some healthy living spots and a low cost of living.  Minneapolis ranks #1 on the Forbes Top 20 Healthiest Cities list.  Also often mentioned are Madison, Wisc., Bloomington, Ind., Columbus, Ohio, and Ann Arbor, Mich. as well as others.

A nice extra program is the optional meals for 55+.  At a low cost, a meal can be served.  Residents volunteer to serve meals, cleaning etc.  This program looks like it can substantially lower your food bills (verify).
